As an undergrad, the greatest thing you can do is get research experience by assisting one or more professors / research groups with their work. This provides you with basic knowledge in machine learning and research, as well as assisting you in obtaining LoR.

Without significant research experience and publications, getting into a top school is very difficult. LORs are essential, but only in the sense that they indicate your ability to do research.
